The shutter that causes trouble in a Higgins home is usually the one nobody thinks about. A back bedroom or laundry window unit that has sat at the same height for two or three years dries out, the rails collect grit, and the first time somebody tries to move it the mechanism has nothing left to give. Higgins dates from the late 1960s, mostly modest single storey brick homes on regular blocks. Shutters here are older retrofits in the majority of cases, and manual units are still common. Windows are mostly within reach from the ground, which keeps the work straightforward.
